Establishes an online insurance verification system operated by the Department of Insurance and Financial Services to verify automobile liability insurance coverage for registered vehicles in Michigan.

Requires auto insurers to maintain systems to respond to verification requests online within timeframes specified by Insurance Industry Committee on Motor Vehicle Administration standards and to provide liability insurance data file transfers to the department.

Mandates the Department of Insurance verify vehicle insurance within 40 days of registration and every 45 days thereafter; vehicle owners who cannot verify coverage receive a notice with 30 days to respond or face registration cancellation.

Imposes reinstatement fees of $200 for first violations and $400 for second violations within 4 years, requiring proof of existing insurance; second violations require 6-month prepaid noncancelable policies.

Dedicates collected reinstatement fees to implement and maintain the verification system, with surplus funds supporting an automobile insurance fraud prevention authority if created by the 99th Legislature, otherwise deposited to the state general fund.
