Amends section 227a of the Michigan Vehicle Code to revise procedures for vehicle registration suspension when owners fail to maintain required insurance coverage under chapter 31 of the Insurance Code of 1956.

Changes reference from section 328(4) to 328(5) regarding court notification of vehicle registration numbers and clarifies insurance verification requirements.

Replaces "commissioner" with "director of the department of insurance and financial services" as the authority prescribing the standard insurance certification form.

Adds new subsection (2)(c) allowing the Department of Insurance and Financial Services to notify the Secretary of State to cancel vehicle registrations under the vehicle insurance verification act.

Changes subsection (3) language to require affected persons "must be given notice and an opportunity to be heard" before cancellation occurs under subsection (2)(a) or (b), with an effective date of January 1, 2018, contingent on enactment of HB 4622.
