Requires the state transportation department to allow annual permits for movement of construction equipment that exceed size, weight, or load limits without needing separate permits for each piece of equipment, effective no later than 2 years after the 2018 amendments.

Annual construction equipment permits may be stored and presented using a mobile device and cannot restrict daily operating hours.

Annual construction equipment permits can only restrict travel on Memorial Day weekend, Fourth of July, and Labor Day weekend, with additional county-level restrictions allowed only in counties with populations exceeding 150,000.

Annual construction equipment permits cannot require vehicles to travel more than 10 miles per hour below the posted speed limit.

Effective date of May 14, 2018 for the main amendments, with the construction equipment permit provisions taking effect no later than 2 years after enactment.
