Exempts registered security alarm system providers and licensed security alarm system contractors from needing electrician permits to install, maintain, replace, or service business monitoring systems (devices under 50 volts allowing remote audio, video, or sensor monitoring of business premises).

Exempts registered security alarm system providers and licensed security alarm system contractors from needing electrician permits to install, maintain, replace, or service home monitoring systems (devices allowing remote monitoring and control of home environment like temperature, lighting, doors, or locks).

Clarifies that business monitoring systems do not include fire alarm systems or life safety systems designed to protect and evacuate building occupants during emergencies.

Maintains municipal authority to adopt electrical licensing ordinances at least as stringent as state standards and to require local registration of contractors and electricians working in their jurisdiction.

Effective date: January 15, 2018 (90 days after enactment on October 17, 2017).
