Renames the grape and wine industry council to the Michigan craft beverage council, expanding its scope beyond wine to include beer, spirits, and cider.

Expands council membership to include representatives of brewers, distillers, cider makers, restaurants, and retail establishments, appointed by the governor for 3-year terms with a 2-term limit.

Authorizes the council to direct the Department of Agriculture and Rural Development to award grants for research, market development, and financial aid programs supporting Michigan fruit, hops, and barley growers used in beverage production.

Requires council members to have principal places of business in Michigan and prohibits lobbyists from serving; members receive $50 per day for meeting attendance.

Takes effect October 1, 2018, contingent on enactment of Senate Bill 440.
