Prohibits the use, possession, offer, sale, or offering for sale of marijuana-infused beer, wine, mixed wine drinks, mixed spirit drinks, or spirits, with violators subject to misdemeanor penalties under section 909.

Exempts hospitals conducting scientific research, state institutions engaged in bona fide research, private colleges or universities conducting bona fide research, and pharmaceutical or biotechnology companies conducting bona fide research from the prohibition.

Defines "marijuana" according to section 7106 of the Public Health Code and "marijuana-infused" products as any beer, wine, mixed wine drink, mixed spirit drink, or spirits containing any amount of marijuana.

Amends section 221 regarding the alcoholic beverage control commission's revolving fund for liquor stock replenishment, maintenance, warehousing, distribution, and administration.

Effective immediately upon approval by the Governor on October 16, 2018.
