Amends the Open Meetings Act to add a new subsection (k) allowing the family advisory board created under the corrections code to meet in closed session to discuss confidential or private information regarding incarcerated persons or their families.

Defines "confidential or private information" to include intimidation involving named prisoners, documented complaints about department employees or contractors, medical or psychological information about prisoners or family members, and other sensitive information that the board and department reasonably determine should remain confidential.

Excludes from the confidentiality protection any information that is currently available to the public or readily available from another source.

Makes technical language changes throughout the bill, replacing "shall" with "must" in multiple sections relating to personnel evaluations, employment interviews, and higher education presidential searches.

Takes effect 90 days after enactment and is contingent on the passage of HB 4677 or Senate Bill No. ____.
