Senate fiscal agency must prepare a fiscal analysis for each bill scheduled for a standing committee hearing, including a summary of changes to existing law, estimates of revenue and expenditure impacts, and effects on federal funding.

House fiscal agency must prepare a fiscal analysis for each bill scheduled for a standing committee hearing using the same requirements as the Senate fiscal agency.

Both fiscal analyses may include estimates of tax or fee impacts on payers and other information about potential impacts to local units of government.

Senate and House fiscal agencies must provide completed fiscal analyses to the committee clerk and publish them on the internet.

Act becomes effective December 12, 2018 (90 days after enactment on September 13, 2018).
