HB-4699 Summary

• Allows totally disabled veterans with honorable discharge to choose between a special "DV" registration plate, standard/commemorative plate, veteran/military service plate, or special registration plate under section 803d.

• Reduces application fee to $5.00 for initial special registration plate issuance, with same fee for renewals; applicants must prove honorable discharge and either VA service-connected total disability rating or military disability retirement pay.

• Exempts special registration plates issued under this section from vehicle registration tax under section 801.

• Permits disabled veterans with special registration plates to obtain free adhesive tabs displaying wheelchair symbol for persons with disabilities, which must be renewed free of charge at plate renewal.

• Takes effect August 1, 2019; defines "private passenger motor vehicle" as personally owned vehicle used primarily for transporting disabled veteran and family members, excluding motor homes.
