Establishes eligibility for noncitizen students to pay resident tuition at Michigan public universities receiving state appropriations if they meet specific criteria.

Requires eligible noncitizen students to be either not subject to federal alien classification under 8 USC 1101(a)(15) or have deferred status (DACA).

Mandates students attend a Michigan public or private high school for 3 or more years and graduate from or receive equivalent of high school diploma from a Michigan high school.

Requires noncitizen students without lawful immigration status to file an affidavit stating they have or will file an application for lawful permanent residence with U.S. Citizenship and Immigration Services when eligible.

Obligates public universities to keep all information about eligible students confidential.
