Requires cities and townships to use electronic poll book software developed by the bureau of elections on election day to process voters and generate precinct reports.

Allows city or township clerks to download electronic poll book software after 4 p.m. the day before an election, or after 2 p.m. Saturday before the election in jurisdictions with more than 50 precincts, with supplemental absent voter lists required between those dates.

Requires the board of county canvassers to meet no later than 9 a.m. on the Thursday after any election, with the county clerk determining the meeting date and time.

Mandates that county canvass boards complete certification by the 14th day after an election, with state canvassers taking over if this deadline is missed and certifying results within 10 days.

Requires boards of county canvassers to disclose the number of out-of-balance precincts not reconciled during the canvass process in their statements.

Takes effect 90 days after enactment; repeals sections 24f and 24h of the Michigan election law.
