Defines "portable fuel container" by reference to 40 CFR 59.680 and specifies that generic or insignificant parts like steel and plastic do not disqualify the "made in Michigan" designation.

Declares that portable fuel containers manufactured and remaining within Michigan have not entered or substantially affected interstate commerce and are not subject to federal regulation of interstate commerce.

Asserts that basic materials like unmachined steel and plastic are not subject to federal regulation as portable fuel containers, and that federal authority over interstate commerce in basic materials does not extend to regulating containers manufactured from those materials in Michigan.

Effective 90 days after enactment into law.
