Department of Corrections must develop policies by October 1, 2017 to provide inmates under 21 years old with age-appropriate out-of-cell programming and outdoor exercise at least 5 days per week, including those in punitive or administrative segregation.

Department must develop policies by January 1, 2018 to ensure inmates under 21 years old are released from their cells each day, including those in punitive or administrative segregation.

Policies for daily cell release must be based on guidelines for restraint and seclusion established under sections 740 and 742 of the Michigan Mental Health Code.
