Allows candidates for township office to file a $100 fee with the township clerk instead of submitting nominating petitions signed by qualified and registered electors.

Filing fee payment must be completed by 4 p.m. on the fifteenth Tuesday before the August primary, under the same procedures as nominating petition filing.

Refunds the $100 filing fee to all nominated candidates and an equal number of candidates who received the next highest vote totals in the primary election.

Forfeits filing fees from all other defeated candidates, candidates who withdraw, or candidates who are disqualified, with forfeited amounts credited to the township's general fund.

Takes effect 90 days after enactment, contingent upon House Bill No. 4747 of the 99th Legislature also being enacted into law.
