Requires public and private institutions of higher education in Michigan to provide incoming students the opportunity to authorize disclosure of their private mental health information to a designated person (parent, guardian, or other adult).

Institutions must create a written form and policy ensuring all new students can complete and submit the authorization form, which includes spaces to authorize or decline disclosure and enter designated person's contact information.

Allows institutions to disclose a student's private mental health information to the designated person if an employed mental health professional determines the student poses a clear, imminent danger to themselves or others.

Requires the mental health professional to attempt contacting the designated person within 24 hours of making a danger determination to notify them of the risk assessment.

Authorization is subject to protections under section 748(6) of the Michigan Mental Health Code (1974 PA 258).
