Amends the 1937 Public Act 306 governing school building construction and safety to include monitoring systems in its regulatory scope.

Requires school districts to install at least one operational carbon monoxide device at each source point (furnaces, boilers, water heaters) in every school building beginning October 1, 2017.

Carbon monoxide devices must be certified to Underwriters Laboratories standards, have audible alarms, and may be battery-powered, plug-in, wired, or connected to a control panel system.

Provides liability protection for persons who install carbon monoxide devices in accordance with manufacturer instructions at the time of installation.

Defines key terms including "carbon monoxide device," "operational," "source point," and clarifies existing definitions for school building construction and remodeling projects.
