Establishes a fundamental right for women to choose to obtain an abortion under Michigan law.

Prohibits the state from restricting abortion before viability or at any time during pregnancy when necessary to protect the woman's life or health, as determined by a physician's professional judgment.

Renders unenforceable any state or local law or administrative rule regulating abortion that places a burden on a woman's access unless it confers a legitimate health benefit, with "burden" defined to include forcing provider closures, increasing wait times, requiring travel, imposing unnecessary visits, increasing costs, stigmatizing patients/providers, or decreasing access.

Allows individuals alleging violation of these provisions to bring civil actions against state or local officials for injunctive relief and damages.

Takes effect 90 days after enactment.
