Designates the legislative service bureau as official publisher for the constitution, public acts, and compiled laws, and the office of performance and transformation as official publisher for administrative rules.

Requires official publishers to authenticate electronic legal records using methods that allow users to verify the record received is unaltered from the published version.

Mandates preservation and security of electronically published legal materials with backup, disaster recovery, and continuing usability protections.

Establishes that authenticated electronic legal material is presumed accurate, with the burden on any party contesting authentication to prove inaccuracy by preponderance of evidence.
