Establishes the "Veterans Service Dog Act" creating a grant program administered by the Department of Military and Veterans Affairs to provide grants for service dog acquisition by eligible veterans.

Requires veterans applying for grants to contribute at least 50% of the service dog cost, but not more than $3,000, with the remaining cost covered by grant funds.

Creates a dedicated Veterans Service Dog Fund within the state treasury with a $5,000,000 accumulated principal limit; interest and earnings remain in the fund, and excess contributions are forwarded to the Michigan Veterans' Trust Fund.

Applicants must submit applications including service dog provider information, total cost, grant amount requested, proof of veteran contribution, and a support letter from a congressionally chartered veterans' organization or department-approved organization.

Limits fund expenditures to grants issued under the program and administrative costs of no more than 10% for one full-time employee; requires the department to report on fund activity at least every 5 years to the legislature.
