Amends the Dog Law of 1919 to modify dog licensing requirements and procedures in Michigan counties.

Allows dog owners to make voluntary contributions to the veterans service dog fund when applying for licenses, with counties retaining up to 1% of collected contributions for administrative expenses.

Permits county boards of commissioners to adopt resolutions setting alternative dog licensing schedules, including options for annual or triennial (every 3 years) licensing by March 1, June 1, or by the dog's rabies vaccination expiration date.

Requires dog license applications to include breed, sex, age, color, and markings information, along with a current rabies vaccination certificate signed by an accredited veterinarian using a USDA-licensed vaccine.

Allows dog owners to exchange non-spayed/neutered licenses for lower-cost spayed/neutered licenses before the dog reaches 7 months old if it was licensed before 5 months old and spayed or neutered before 7 months old.

Takes effect 90 days after enactment and is contingent on passage of HB 4785.
