Requires generators to notify the department's office of waste management and radiological protection before delivering TENORM to landfills, providing concentration data, volume estimates, total radioactivity content, proposed delivery date, and landfill location.

Mandates landfill owners and operators to test all incoming waste for radium-226 and radium-228, maintain records of each TENORM shipment, and report annually to the department on all TENORM received.

Limits TENORM disposal to 2,000 cubic meters annually per landfill, requiring deposits at least 10 feet below the future landfill cap and separated from other waste.

Requires landfills accepting TENORM to test leachate and groundwater for radium-226 and radium-228 according to existing testing schedules and report results to the department.
