Water carriers operating wholly within Michigan must file schedules of rates, fares, and charges with the Michigan Department of State Police within 30 days, with the department making decisions on filings within 30 days.

The Department of State Police may examine books, accounts, records, and papers of water carriers and require them to provide data on investments, income, operating expenses, and statistical information.

Ferry companies operating under municipal agreements are exempt from the act's rate and operational requirements.

Water carriers that primarily transport vehicles between two state highways receive automatic approval for rates lower than comparable carriers and are exempt from audits if rates are competitive; rates above comparable levels may be approved only if justified as reasonable.

Violations of the act or Department of State Police orders result in fines up to $100 per violation, with corporate officers and directors facing up to $100 fines or 3 months imprisonment in county jail.
