Amends Michigan's commercial feed licensing and regulation law to update definitions and compliance requirements, effective March 26, 2018, contingent upon enactment of House Bill 4811.

Requires manufacturers and distributors of commercial feed to obtain state licenses ($100 per facility for manufacturers, $25 for small containers; distributors/guarantors pay $100 or $25 for small containers) with licenses expiring June 30 annually and non-transferable between persons, locations, or owners.

Mandates commercial feed labeling include quantity statement, product/brand name, guaranteed analysis, ingredient names, manufacturer contact information, directions for use, precautionary statements, manufacturing date/code, and drug information if applicable.

Imposes $0.30 per ton inspection fee on commercial feed distributed in Michigan (minimum $50 annually; $0.15 per ton for high-moisture by-products) with annual reporting by July 31 and $50 penalty or 10% of amount due for late reporting.

Requires compliance with federal regulations including veterinary feed directive drugs (21 CFR 558.6), prohibited mammalian protein (21 CFR 589.1-589.2001), medicated feed manufacturing practices (21 CFR 225 and 226), and animal food safety controls (21 CFR 507); prohibits manufacturing/distributing adulterated or misbranded feed and reusing containers for animal feed without restrictions.
