Authorizes the Secretary of State to refuse vehicle registration if the applicant is a motor carrier subject to an out-of-service order or operates a business controlled by someone ineligible for registration.

Authorizes the Secretary of State to cancel, revoke, or suspend vehicle registration, certificate of title, or registration plate if the owner is a motor carrier subject to an out-of-service order.

Allows law enforcement officers to confiscate registration plates issued to motor carriers that are subject to out-of-service orders.

Defines "out-of-service order" to include orders issued under 49 CFR 390.5 and 49 CFR 386.73 (federal motor carrier safety regulations).

Effective date: June 17, 2018 (90 days after enactment on March 19, 2018).
