Creates a police recruit scholarship grant program to assist units of local government in training police recruits in Michigan.

Requires grants to be matched on a 1-to-1 basis with local government funds, with a maximum grant of $50,000 per unit of local government per fiscal year.

Requires eligible units of local government to develop a strategic personnel hiring plan designed to improve their police force's representation of the economic, racial, and ethnic makeup of their residents.

Establishes selection criteria that give preference to lower income young adults, minorities, and women who reside in or near the applicant unit of local government.

Appropriates $500,000 from the general fund for fiscal year ending September 30, 2017, to create and operate the program; applies only to counties, cities, villages, or townships with populations of 80,000 or more.
