Requires solicitors to be at least 18 years old and wear high-visibility safety apparel meeting International Safety Equipment Association standards.

Limits solicitation to intersections with traffic control devices that are not work zones.

Defines "charitable or civic organization" as nonprofit organizations qualified under Internal Revenue Code sections 501(c)(3), (c)(4), (c)(7), (c)(8), or (c)(10), or veterans' organizations with tax-exempt status.
