Adds proceeds from section 435 of the Michigan Income Tax Act (1967 PA 281) to the state forensic laboratory fund, designating income tax check-off donations for forensic science services.

Allocates 45% of justice system fund proceeds to the Michigan Department of State Police for DNA profiling and DNA retention costs under the DNA Identification Profiling System Act (beginning October 1, 2004).

Directs Department of Treasury to distribute income tax check-off proceeds specifically to eliminate the sexual assault kit analysis backlog within the Department of State Police.

Allows municipalities maintaining forensic laboratories to apply for reimbursement of forensic test expenses based on the proportion of criminal investigations their labs conducted relative to total investigations statewide.

Requires appropriated forensic laboratory fund money to supplement (not replace) existing general fund allocations and may be used for forensic tests, equipment, staff training, and DNA profiling procedures.
