HB 4938 Summary

• Enacts the Nurse Licensure Compact in Michigan law, allowing registered nurses (RNs) and licensed practical/vocational nurses (LPNs/VNs) licensed in one party state to practice in all other compact member states under a multistate license.

• Establishes the Interstate Commission of Nurse Licensure Compact Administrators to oversee implementation, create uniform rules, maintain a coordinated licensure information system, and coordinate enforcement across party states.

• Requires applicants for multistate licenses to meet uniform qualifications including passing NCLEX exams, submitting to criminal background checks via fingerprinting, and meeting education and English proficiency standards.

• Authorizes all party states to take adverse actions against nurses' multistate licensure privileges, with only the home state able to take action against the license itself, and requires reporting of adverse actions and investigations to a shared database.

• Takes effect 90 days after enactment and becomes binding when at least 26 states adopt it or by December 31, 2018, whichever is earlier.
