Expands definition of hunting-related terms in natural resources law, including "accompany," "amphibian," "apprentice license," "aquatic species," "base license," "bow," "crossbow," and "crustacea."

Establishes mentored youth hunting license for minors under 10 years old at $7.50, which includes privileges for base license, deer license, all-species fishing, spring and fall wild turkey hunting, and fur harvester's license.

Allows mentored youth license holders to purchase additional licenses for antlerless deer, bear hunting, and elk hunting while complying with mentored youth program requirements established by the commission.

Requires the department to submit reports by September 1, 2015 and every 4 years thereafter evaluating whether mentored youth hunting license fee revenue is adequate to administer the program.

Effective immediately upon Governor's approval on January 26, 2018.
