Amends the Emergency Management Act to authorize the governor to authorize expenditures from the disaster and emergency contingency fund to provide state assistance to county road commissions, counties, and municipalities when federal assistance is unavailable.

Requires local entities to exhaust their own funds first before requesting state assistance, and mandates that governing bodies submit resolutions certifying implementation of emergency operations plans and exhaustion of local efforts.

Limits assistance grants to $100,000 or 10% of the recipient's total annual operating budget for the preceding fiscal year, whichever is less, excluding reimbursement for capital outlay expenditures.

Requires the emergency management director to promulgate rules governing applications and eligibility, including demonstration of exhaustion of local efforts, evidence of adequate pre-disaster emergency management programs, and verification of damages by a disaster assessment team.

Restricts reimbursement to public damage, direct losses from the disaster or emergency, and expenses for employees performing non-routine disaster-related activities or mitigation efforts.
