Creates a Presumed Consent Organ Donation Commission within the department with 11 members, including 2 state senators, 2 state representatives, and 7 members appointed by the governor from specified organizations and stakeholder groups.

Commission members serve 2-year terms, meet at least quarterly, and operate under open meetings and freedom of information laws; members receive no compensation but may be reimbursed for actual and necessary expenses.

Commission shall study the impact and feasibility of establishing a presumed consent organ donation system in Michigan, including comparison of donation rates in other countries and examination of medical, legal, ethical, economic, and social issues.

Commission shall submit a progress report to the legislature and governor within 2 years of member appointment and a final report with findings and recommendations within 3 years.

Effective 90 days after enactment; initial commission members must be appointed within 90 days of the law's effective date.
