Appropriates $12,069,644,300 from the state school aid fund, $179,100,000 from the general fund, and up to $72,000,000 from the community district education trust fund for fiscal year ending September 30, 2017.

Appropriates $12,543,130,300 from the state school aid fund, $224,000,000 from the general fund (increased from $215,000,000), and up to $72,000,000 from the community district education trust fund for fiscal year ending September 30, 2018.

Allocates $9,000,000 from the general fund for the 2017-2018 fiscal year to school districts for water and air quality testing.

Requires general fund appropriations to be expended before state school aid fund appropriations, with any unexpended general fund allocations transferred to the school aid stabilization fund.

Estimates total state spending on school aid at $12,862,230,400 and state appropriations to local units of government at $12,686,072,800 for fiscal year 2017-2018.
