Removes the March 1, 2014 effective date requirement, making provisions regarding deer and antlerless deer licenses permanent.

Maintains the $20.00 fee for deer licenses and antlerless deer licenses, and the nonrefundable application fee not to exceed $5.00 for antlerless deer license applicants.

Requires kill tags issued with deer licenses to bear the license number and may include additional pertinent information as required by the department.

Allows residents and nonresidents to purchase additional deer licenses where authorized by the department, with nonresidents paying $170.00 for additional licenses (senior license discounts not available for second resident licenses).

Establishes that the regular firearm deer season must begin on the Saturday closest to November 15 and continue for 16 days each year.
