Prohibits non-peace officers from performing peace officer duties or representing themselves as peace officers for unlawful purposes or to compel someone to act against their will.

Makes violations a misdemeanor punishable by imprisonment up to 1 year or a fine up to $1,000, or both.

Elevates to a felony punishable by imprisonment up to 4 years or a fine up to $5,000, or both, when someone falsely represents themselves as a peace officer to commit or attempt to commit a crime.

Allows sentences under the felony provision to be served consecutively to sentences for other violations arising from the same transaction.

Expands the definition of "peace officer" to include railroad police officers appointed and commissioned under the railroad code of 1993.
