Creates a Department of Natural Resources with powers and duties granted by the Natural Resources and Environmental Protection Act and other state law.

Establishes a 7-member Natural Resources Commission appointed by the governor with senate consent, with no more than 4 members from the same political party.

Limits commission members to a maximum of 3 terms (4 years each), with anyone serving more than 2 years of a term counted as having served a full term.

Requires at least 2 commission members to hold a 4-year degree in biology, fisheries, wildlife, natural resource management, or related field; directs governor to seek balance in appointments including sport fishers, commercial fishers, hunters, private landowners, environmentalists, conservationists, and scientists.

Establishes that the commission advises the director of the Department of Natural Resources, with the director appointed by the governor; takes effect 90 days after enactment.
