Establishes a renewable energy and energy efficiency for schools loan program administered by the Michigan agency for energy to provide low-interest loans to qualified school districts for renewable energy projects and energy efficiency improvements.

Allows school districts to contract with qualified providers for energy conservation improvements including building envelope upgrades, HVAC systems, lighting retrofits, energy management systems, and water use reduction, with optional energy savings guarantees.

Creates the renewable energy and energy efficiency for schools loan program administration fund within the state treasury to cover direct and indirect administrative costs, funded through fees assessed to borrowing school districts.

Requires school districts applying for loans to have a renewable energy project team including district representatives, community members, and technical professionals, and to consult with local electrical utilities regarding renewable energy projects.

Prohibits school districts from purchasing, storing, or using free-flowing elemental mercury or mercury-containing instruments such as thermometers and barometers, with exceptions only when no mercury-free alternatives exist.
