Prohibits individuals engaged in trade or commerce from providing veterans' benefit services without providing written notice to veterans or family members that the individual is not affiliated with a veterans' agency or organization.

Requires written notice to disclose that veterans' benefit services are available free of charge from veterans' agencies or organizations, that veterans may qualify for additional benefits, and that receipt of a certain benefit level is not guaranteed.

Mandates that written notice be provided at the beginning of meetings with veterans or family members, reviewed verbally, and written in the same font and type size as the word "veteran" used in any business advertisements or promotional materials.

Exempts government employees acting in official capacity and individuals with written permission from a veterans' agency or organization who present that permission to the veteran or family member.

Takes effect 90 days after enactment, contingent upon House Bill No. 4918 of the 99th Legislature being enacted into law.
