Eliminates collection of all outstanding driver responsibility fees beginning September 30, 2018, and declares individuals not liable for unpaid fees or required to complete community service in lieu of payment.

Allows individuals whose driving privileges were suspended due to unpaid driver responsibility fees to reinstate their operator's license if otherwise in compliance with Michigan vehicle laws.

Phases out assessment of new driver responsibility fees through October 1, 2019, starting with 75% reduction on October 1, 2015, declining to 50% on October 1, 2016, 25% on October 1, 2018, and zero on October 1, 2019.

Establishes the fire protection fund to receive the first $8,500,000 annually from remaining driver responsibility fee collections for fire protection grants to cities, villages, and townships with state-owned facilities.

Allocates $1,000,000 annually beginning fiscal year 2017 to the Department of State for implementing vehicle-related requirements, plus an additional $250,000 for fiscal year 2018 only to the Department of Treasury.
