Eliminates collection of outstanding driver responsibility fees for individuals who entered into installment payment plans on or before February 1, 2018, and makes them ineligible for such future assessments.

Allows reinstatement of driving privileges for individuals with suspended licenses under this section if they are otherwise in compliance with vehicle registration and operation laws.

Establishes a phased reduction schedule for driver responsibility fees beginning October 1, 2015, with fees eliminated entirely beginning October 1, 2019 for point-based violations and October 1, 2019 for serious traffic violations.

Creates a fire protection fund receiving the first $8,500,000 annually from collected driver responsibility fees, with remaining revenues allocated to the Department of State and Treasury for administrative costs and community service programs.

Provides for reinstatement of operator's licenses once for individuals who establish installment payment plans, with the option of completing community service as an alternative to payment.
