Eliminates driver responsibility fees assessed under subsection (1) for accumulating 7 or more points on a driving record beginning October 1, 2018, with phase-out reductions starting October 1, 2015 (75% of fee) and October 1, 2016 (50% of fee).

Eliminates driver responsibility fees assessed under subsection (2)(a) and (2)(b) for serious violations beginning October 1, 2018, with phase-out reductions requiring 100% assessment for first year and 50% for second year starting October 1, 2015, and 100% first year only starting October 1, 2016.

Maintains the fire protection fund receiving the first $8,500,000.00 annually from collected driver responsibility fees, with remaining revenue directed to the Department of Treasury, Department of State, and general fund as specified.

Establishes legislative intent to appropriate $8,500,000.00 annually to the fire protection fund beginning fiscal year ending September 30, 2018 and thereafter.
