Amends the Enhanced Driver License and Enhanced Official State Personal Identification Card Act to allow the Secretary of State to issue enhanced driver licenses or enhanced personal identification cards to applicants providing proof of citizenship, identity, date of birth, Social Security number, residence address, and a photographic identity document.

Requires enhanced licenses and identification cards to include reasonable security measures to protect against unauthorized disclosure of personal information contained in the cards.

Permits enhanced licenses and identification cards to include radio frequency identification (RFID) technology limited to a randomly assigned encrypted number without biometric data, with applicants required to sign a declaration acknowledging understanding of the RFID technology.

Specifies that enhanced driver license holders remain subject to all licensing sanctions under the Michigan Vehicle Code, including license restrictions, suspensions, revocations, denials, point assessments, civil fines, criminal penalties, and driver responsibility fees (until October 1, 2018).

Makes the enhanced license requirements in addition to all requirements otherwise imposed on applicants for standard driver licenses or standard personal identification cards.
