Prohibits local units from adopting budgets, amendments, laws, charters, resolutions, or ordinances that provide funding to support or assist illegal aliens.

Requires local units with existing conflicting provisions to bring them into compliance within 60 days of the act's effective date.

Allows residents of non-compliant local units to file civil actions in circuit court or complaints with the attorney general beginning 61 days after the act's effective date.

Authorizes courts to issue injunctions, order repeal or amendment of violating provisions, and award actual damages, costs, and reasonable attorney fees to successful challengers.

Imposes civil fines of $2,500 to $7,500 against elected or appointed officials who knowingly and willfully enact or enforce violations, with the act taking effect 90 days after enactment.
