Allocates up to $13,700,000 for fiscal year 2017-2018 to districts and intermediate districts operating eligible career and technical education programs to provide driver education and training.

Requires career and technical education programs to offer instruction in driver education and training developed or adopted by the Department of Education to receive funding.

Directs the Department of Education to develop or adopt a driver education and training curriculum and make it available to career and technical education programs within 180 days of the bill's effective date.

Distributes funding based on the number of full-time equivalent pupils enrolled who meet income eligibility criteria for free breakfast, lunch, or milk under the federal Richard B. Russell National School Lunch Act, at $300.00 per eligible pupil.
