Establishes a state goal to achieve 25% improvement in water quality by December 31, 2025, using January 1, 2020 as the baseline for measuring progress.

Requires six state departments and agencies (Natural Resources, Environmental Quality, Agriculture and Rural Development, Health and Human Services, Transportation, and the Office of the Great Lakes) to jointly conduct a public and stakeholder engagement process within 180 days to gather input on achieving the water quality goal.

Mandates the engagement process include input on data needs, accountability mechanisms, potential legislative changes, local government programs, multiple-benefit practices, non-state funding options, private sector roles, and specific water quality parameters including chloride, phosphorus, sediment, nitrates, and lead.

Requires state agencies to submit a joint report to the governor and legislature within one year detailing the engagement results and providing policy and budget recommendations to accelerate progress toward the water quality goal.
