Creates a local public recreation facilities fund within the state treasury to receive money and assets from any source for grants to local units of government for public recreation facility development.

Requires the state treasurer to invest fund assets and credit interest and earnings back to the fund, with money remaining in the fund at fiscal year end rather than lapsing to the general fund.

Designates the Department of Natural Resources as administrator of the fund for auditing purposes and authorizes expenditures only for grants to local governments following established board procedures and guidelines.

Mandates that appropriations and grants for playground equipment prioritize handicap-accessible features including ramped ground-level play features, universally accessible swings, wheelchair-accessible tables, adjustable equipment, and transfer platforms.

Applies the same handicap-accessible playground equipment prioritization requirements to all playground equipment grants in any state program under this act.

Takes effect 90 days after enactment.
