Expands the definition of "personal injury" under workers' compensation to include respiratory and heart diseases for specified first responders (firefighters, police, sheriffs, state police, conservation officers, and motor carrier enforcement officers).

Establishes a presumption that respiratory and heart diseases arising during active service result from job duties, absent evidence to the contrary.

Creates a "first responder presumed coverage fund" as a separate state treasury fund to pay workers' compensation benefits for certain cancers (respiratory tract, bladder, skin, brain, kidney, blood, thyroid, testicular, prostate, breast, and lymphatic cancer) for firefighters with 60+ months of service.

Requires firefighters with cancer to first apply for and exhaust available pension benefits before claiming benefits from the presumed coverage fund, with tobacco use as a potential rebuttal to the cancer presumption.

Directs the workers' compensation agency director to develop application processes, maintain fund standards on a website, approve or deny claims within 30 days, and submit annual reports to the legislature on fund operations and anticipated costs.
