Requires registration plates to be attached to the rear of vehicles, except truck tractors and road tractors which must have plates on the front.

Mandates registration plates be securely fastened horizontally at least 12 inches from the ground, clearly visible, and kept free from materials that obscure registration information.

Permits tow balls, bicycle racks, removable hitches, and similar devices on vehicle rear without violating registration plate visibility requirements.

Exempts historic military vehicles from mandatory plate attachment if not originally manufactured with lighting and mounting provisions, but requires the plate be carried inside the vehicle and presented to police upon demand.

Classifies violations of registration plate requirements as civil infractions, effective August 14, 2018.
