Requires the department to develop, implement, and publicly make available a children's assurance of quality foster care policy with input from current and former foster care youth.

Establishes minimum standards for children in foster care including fair treatment, sibling/relative placement when appropriate, school enrollment consistency, access to medical and mental health services, and adequate food, clothing, and shelter.

Guarantees foster children transition planning services covering housing, workforce preparation, financial education, and independent living skills as age-appropriate.

Creates a grievance procedure allowing foster children to file complaints about policy noncompliance with supervising agencies, with escalation to the department's office of family advocate and potential court petition through their lawyer-guardian ad litem.

Limits remedies under this section to injunctive relief only and requires implementation within 90 days of the act's effective date; effectiveness is contingent on passage of House Bills 5122 and 5123.
