Adds Section 8c to 1994 PA 203 establishing a specific policy for children in foster care that the department must implement within 90 days of the effective date.

Requires foster children to have regular contact with caseworkers, attorneys, and advocates, and receive notification of changes to their caseworkers or attorneys.

Mandates reasonable notification of court hearings and protects the privacy and confidentiality of foster children's cases.

Requires foster children age 14 and older to be involved in developing their own case plan and plan for aging out of the foster care system.

Takes effect 90 days after enactment, contingent on House Bills 5121 and 5123 also being enacted into law.
