Creates a new Northern Michigan Regional Tourism and Sports Fund within the state treasury to receive $1,900,000 annually from fiscal years 2017-2018 through 2026-2027, distributed before other fund allocations under the State Convention Facility Development Act.

Directs the Department of Treasury to expend money from the Northern Michigan Regional Tourism and Sports Fund, upon appropriation, to the Great Lakes Sports Commission for facility development, improvement, or events promoting tourism and recreation in northern Michigan.

Establishes that money remaining in the Northern Michigan Regional Tourism and Sports Fund at fiscal year-end does not lapse to the general fund but must remain in the fund, with any balance remaining on September 30, 2028 reverting to the Convention Facility Development Fund.

Specifies that distributions to the Northern Michigan Regional Tourism and Sports Fund shall be deducted from amounts otherwise available under section 10(2)(a) and may not impair existing bonds, obligations, or other evidences of indebtedness issued under the State Convention Facility Development Act.
